Tees Valley Combined Authority has approved plans for two new facilities intended to support digital and creative businesses through the region's Investment Zone programme.
The proposals, approved on 12 October 2026, include a Digital and Creative Enterprise and Innovation Hub in Middlesbrough and a Creative Production Hub in Hartlepool. The Middlesbrough facility is intended to provide space and support for businesses developing and commercialising new products, building on the town's established digital sector. The Hartlepool hub will focus on creative production and associated supply chains, complementing existing investment in film and television facilities.
The Combined Authority estimates that the Middlesbrough hub could cost between £7 million and £10 million, while the Hartlepool facility could cost between £3 million and £5 million. Shared technology and equipment could require a further £3 million to £5 million. Final costs remain subject to the approval of business cases.
The proposals form part of the wider £160 million Tees Valley Investment Zone, which focuses on digital and creative industries. Both facilities are currently expected to be completed in 2029.
